Job Description

- **Location**: Singapore (Multiple Sites / Onsite)
- **Company Overview**:
- Chip Eng Seng Corporation Ltd (CES) is a leading construction and property group listed on the Mainboard of the Singapore Exchange (SGX). With a rich history of shaping Singapore’s skyline, our construction arm, Chip Eng Seng Contractors (1988) Pte Ltd, is at the forefront of delivering large-scale public housing (HDB) and infrastructure projects.
- We pride ourselves on a culture of operational excellence and innovation, leveraging a fully digital safety management ecosystem to ensure the highest standards of workplace safety, health, and environmental sustainability.
- **Role Overview**:
- As an HSSE Officer, you will play a critical role in the successful delivery of newly awarded HDB BTO and Addition & Alteration (A&A) projects. Reporting to the WSH Manager, you will be the "boots on the ground" lead, ensuring that safety is never compromised while navigating the complexities of high-rise construction. This is a highly operational role where you will exercise your expertise to maintain a zero-incident environment across multiple project sites.
- **Key Responsibilities**:
- **Drive On-Site Safety Compliance:** Actively conduct daily site inspections and risk assessments to identify, minimize, and eliminate potential hazards.
- **Manage Permit-to-Work (PTW) Systems:** Verify and enforce PTW systems rigorously, ensuring all high-risk activities are conducted under strict safety protocols.
- **Environmental Management:** Monitor and verify adherence to the Environmental Management Plan, maintaining all necessary logs and records in compliance with NEA regulations.
- **Digital Record Management:** Utilize digital safety platforms (e.g., Novade, iAuditor) to maintain real-time, accurate WSH records and environmental logs, moving away from traditional manual documentation.
- **Stakeholder Coordination:** Conduct toolbox meetings and work closely with Project Managers and sub-contractors to foster a proactive safety culture across the site.
- **Requirements**:
- **Minimum/Core Requirements**:
- Must be an active MOM Registered Workplace Safety & Health Officer (WSHO).
- Demonstrated experience in operational site safety management within the construction industry, with a strong track record of enforcing PTW systems and conducting risk assessments.
- Proven ability to manage safety documentation and reporting in an organized and timely manner.
- Effective communication and influence skills, with the ability to maintain safety standards while working alongside project delivery teams.
- Flexibility to work shift hours or weekends as necessitated by project timelines and high-risk activity schedules.
- **Preferred/Bonus Requirements**:
- Registered Environmental Control Officer (ECO) with NEA (or in the process of registration).
- Practical experience managing safety for HDB projects (BTO or major A&A).
- Proficiency in digital safety management tools (e.g., Novade, iAuditor).
- **Why you should be interested**:
- **Stability & Scale:** Join a Tier-1 SGX-listed contractor with a strong pipeline of government-backed projects, offering long-term career stability.
- **Modern Safety Ecosystem:** Work in a progressive environment that values technology. You will use industry-leading digital tools to streamline reporting and focus on actual site safety rather than manual paperwork.
- **Mentorship & Growth:** Work closely with an experienced WSH Manager and project leadership, gaining valuable exposure to large-scale residential and infrastructure delivery.
- **Direct Impact:** Your work directly contributes to achieving major project milestones and ensuring that every worker returns home safely every day.
- Ready to take the lead on-site? We look forward to hearing from you.
