- **Role Overview**:
- We are seeking a seasoned Senior Quantity Surveyor to take full ownership of the contractual health of a major MRT infrastructure project. Reporting to the Contracts Manager, you will serve as a critical bridge between the Land Transport Authority (LTA) and our network of subcontractors. This is a high-autonomy, site-based role where your ability to navigate strict contractual regimes and defend project margins will directly impact the success of a landmark public works project.
- **Key Responsibilities**:
- **Dual-Directional Contract Management**: Manage the full lifecycle of the main contract (client-facing) and multiple subcontracts (vendor-facing) simultaneously, ensuring the company’s risk is mitigated and all obligations are met.
- **Progress Claims and Variation Control**: Lead the preparation, submission, and negotiation of progress claims and variation orders. Ensure all documentation meets the rigorous standards of the LTA regime to maximize claim acceptance and protect project margins.
- **Dispute Resolution and Negotiation**: Actively defend the company’s financial interests in contractual disputes and negotiations with both clients and subcontractors, seeking fair and timely resolutions that prevent project delays.
- **Contractual Documentation and Advisory**: Maintain a meticulous and watertight audit trail of project correspondence and amendments. Provide expert contractual and cost-related advisory to the Site Leadership team (Project Director and Project Manager).
- **Final Accounts Management**: Manage the smooth transition and settlement of final accounts for both the main contract and subcontracts upon project completion.
- **Requirements**:
- **Minimum/Core Requirements**:
- Degree or Diploma in Quantity Surveying, Construction Management, Civil Engineering, or a related field.
- Demonstrated experience in contract administration or quantity surveying for large-scale civil infrastructure projects (e.g., rail, tunnels, highways).
- Proven ability to manage the full lifecycle of a contract independently, from variation claims to final account closure.
- Deep understanding of Singapore construction regulations and standard forms of contract used in large-scale public infrastructure.
- A hands-on, builder mindset with the ability to operate effectively within a site office environment, including a commitment to daily onsite presence.
- **Preferred/Bonus Requirements**:
- Prior experience working on the "Main Contractor" side of LTA or MRT projects.
- Proficiency in Business Mandarin is preferred to effectively coordinate and negotiate with Mandarin-speaking subcontractors and stakeholders.
- Sharp analytical skills with a "street-smart" approach to documenting and defending claims.
